The IMO encourages stakeholders to submit for approval the SEEMP Part II to the Administration or Recognized Organizations by 1 September 2018.

As already been informed through our Circular C17048, the Marine Environment Protection Committee (MEPC), at its seventieth session, adopted resolution MEPC.278(70) with amendments to MARPOL Annex VI on data collection system for fuel oil consumption of ships, which entered into force on 1 March 2018.
In accordance with Regulation 22.2 of MARPOL Annex VI, on or before 31 December 2018, all ships of 5,000 gross tonnage and above, shall have an approved data collection plan, the Ship Energy Efficiency Management Plan (SEEMP) Part II that includes a description of the methodology that will be used to collect the data required by regulation 22A of MARPOL Annex VI and the process that will be used to report the data to the ship’s Administration. The SEEMP Part II must be developed in accordance with resolution MEPC.282(70) that includes guidelines for the development of a data collection plan.

In addition, through our designated website you may download a format of the data collection plan, SEEMP Part II, that shall be submitted for verification and approval.
MEPC 72 (carried out on April 2018), recognized the need for smooth implementation and uniform application of the aforementioned amendments to MARPOL Annex VI agreed to encourage early submission of SEEMP part II to the Administration or any organization duly authorized by it for its timely verification.
Therefore, interesting parties are encouraged through MEPC.1/Circ.876 to submit the SEEMP Part II to the Administration or its Recognized Organization by 1 September 2018.
We are authorized by various flag Administrations as a Recognized Organization (RO) to carry out all tasks required under the revised MARPOL Annex VI including the verification and approval of SEEMP Part II as well as the issuance of the required Confirmation of Compliance. In addition, we are authorized by Liberia Administration to provide verification services on the IMO data collection system for fuel oil consumption of ships, including the verification of SEEMP Part II.

Ship Owners/ Managers/ Operators are encouraged to submit SEEMP Part II by 1 September 2018. By submitting the plan for review and approval at this early stage you will avoid possible delays and compliance issues due to the large number of submissions expected towards the end of the deadline.
