Belize requirements on the IMO Data Collection System

The Administration has released instructions on the procedure to be followed for on time compliance with the scheme.

The IMO has revised MARPOL Annex VI to establish a mandatory scheme for the collection and reporting of fuel oil consumption data for each type of fuel used on board ships above 5,000 GT.  The amendments have been adopted through IMO Resolution MEPC.278(70) with a new Regulation 22A of MARPOL Annex VI.  For further information on the amendments please refer to our Circular C17048.  The IMO Data Collection System is already in force from 01/03/2018 and your first obligation is the submission of a new SEEMP Part II for review and approval.

The International Merchant Marine Registry of Belize (IMMARBE) has released a new Merchant Marine Notice informing all parties concerned the procedure to be followed for compliance with the new scheme.  IMMARBE has decided to delegate the approval of SEEMP Part II as well as the verification of reported data and issuance of the Statement of Compliance to all Recognized Organizations acting on behalf of the Administration.  Since we are authorized by the Administration, we may conduct all necessary tasks.

How can we assist

We have prepared and released various publications related to the IMO Data Collection system:

  1. Frequently Asked Questions (FAQ) Publication, that includes frequently ask questions with regards to the amendments of MARPOL Annex VI, the development of SEEMP Part II as well as other important information for the obligations of companies.
  2. Guidelines for the development of a SEEMP Part II, that includes a SEEMP Part II template to assist companies in the development of this plan.
  3. IMO Annual Emissions Report, an excel spreadsheet, format of the annual emissions report to be submitted.

Our Services

As a Recognized Organization we can offer services relating to the IMO Data Collection System on behalf of various Administrations as well as the Liberia Registry.  Under the IMO Data Collection System, we can:

  • Review the Ship Energy Management Plan (SEEMP);
  • Verify the annual reported data; and
  • Issue the Statement of Compliance.

We are already accredited by the United Kingdom Accreditation Service (UKAS) under the ISO 14065 and can provide worldwide services for Regulation (EU) 2015/757 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport (known as the EU MRV Regulation).  For companies that we already act as Verifier under the EU MRV Regulation, the verification process can take place at one verification audit using the same source of data therefore, reducing the regulatory burden.

We urge Owners/ Managers of vessels flying the Belize flag to commence the procedure under the IMO Data Collection System to ensure on time compliance.  Your first obligation is the submission of a newly developed SEEMP Part II for review and approval.  It is important to submit the newly developed SEEMP Part II as soon as possible avoiding delays due to the great number of submissions very close to the deadline of 31/12/2018.
