Notice to: Ship Owners / Managers/ Operators /Surveyors/ Auditors :

The St. Kitts & Nevis International Ship Registry has issued a Maritime Circular – MC 127 24 informing of the procedures to be followed when applying for an exemption, dispensation, extension, or acceptance of an equivalent arrangement to an International Convention requirement. This circular replaces MC/08/09.

Exemption applications are to be submitted to the Maritime Registrars or the RO issuing the respective statutory certificate.

Form A16 which can be downloaded from https://www.skanregistry.com/en should be used for applying for an Exemption Certificate or a letter of dispensation. The application should include:

  • the Convention and Regulation to be exempted;
  • the grounds for exemption;
  • the time period being requested; and
  • if there are any conditions or alternatives to having the exemption approved.

Where applications have not been submitted by the RO, they will be requested to review the application and submit their assessment to the Registry.

All Exemptions, Dispensations, Equivalences, and Extensions are issued by the Registry. Those issued for IMO Mandatory Instruments are reported to the IMO within 30 days through the GISIS system.

When a Statutory Certificate directly affecting an exemption is cancelled, the RO will inform the Administration, who shall withdraw the exemption certificate.

Ship Owners/Managers/Operators/Surveyors/Auditors should take note of the above and be guided accordingly.
