Panama – Continuous Synopsis Record

The Panama Maritime Authority has issued Merchant Marine Circular – MMC-183, which supersedes and compiles MMC-240, MMC-242, MMC-321, MMC-325 and MMC-377.

The circular establishes the requirements for issuing the Continuous Synopsis Record (CSR), as well as the information that the CSR must contain.

The Panama Administration have developed a new web-based platform for applying online for the Continuous Synopsis Record (CSR) certificate. From October 6th, 2025, the CSR online application will be available at https://ecertificatespanama.amp.gob.pa.

Points to Note:

  • The information and documents that the applicant must attach are described in CSR Annex 1. Where one or more items do not change or do not apply, they must be marked with “N/C” (NO CHANGE) or “N/A” (if not applicable).
  • All information contained in points 1 to 13 of Form 1 and 2 must be provided. Point 7 of the CSR is to be completed only in cases of bareboat charter, previously registered with the Ships Department.
  • The complete Ship CSR File of the previous registries must be submitted. If the Cancellation CSR of the previous registry is not available, it must be submitted no later than the first amendment to the CSR with Panama. The Administration will not issue the CSR without this document.
  • If the vessel has navigated in jurisdictional waters where a CSR has not been issued, it must present a Statement from the previous Registry indicating that no CSRs were issued under its Administration. Otherwise, the Administration will contact the previous Registry directly, prior to the issuance of the CSR by Panama.
  • The Continuous Synopsis Record (CSR) must be printed out on a single page (letter size (8.5”X 11”) or A4 size if letter size is not available) and is to remain onboard with the CSRs issued by the previous registries.
  • Original signed CSRs issued before August 1, 2018, without an electronic signature and QR Code are fully valid

 

Act now

Ship Owners, Managers, Operators, Surveyors, and Auditors are to take note of the contents of MMC-183 and be guided accordingly.
