Panama – Guidance on complying with the ISPS Code

Notice to: Ship Owners/ Managers/ Operators
The Panama Maritime Authority has revised Merchant Marine Circular MMC-123, which provides information and guidance on the Administration’s requirements for compliance with the International Ship & Port Facility Security Code (ISPS Code).
Points to note:
Company Security Officers (CSO):
From September 1, 2025, the online application for the CSO Endorsement will be available at https://ecertificatespanama.amp.gob.pa. You must register to access and download the User Manual.
The information submitted should be completely accurate, and the following documents should be attached:
• Completed Nomination Letter.
• DOC (Document of Compliance), with a copy of the annual endorsement if it has taken place.
SSAS Exemption:
From September 1, 2025, the SSAS exemption must be requested through https://ecertificatespanama.amp.gob.pa. You must register to access and download the User Manual.
The information submitted should be completely accurate, and the following documents should be attached
• RSO statement with the alternative security measures on board.
• A formal statement by the Coastal State about the vessel’s operational area.
• Interim ISCC
• Payment Receipt.
The SSAS exemption, issued by the head office, costs US$300.00 (no handling fee is applicable).
The interim SSAS exemption certificate is valid for the period of validity of the interim ISSC issued by the Recognized Security Organization (RSO).
However, once the ISPS verification audit has been carried out and the Administration has issued the Full Term ISSC, the operating company should request the permanent SSAS exemption certificate valid for the period of validity of the Full Term ISSC without any cost.
