IMO CII Guidelines – SEEMP Part III revision

The International Maritime Organisation (IMO) has, through Resolution MEPC.400(83), adopted amendments to the 2021 Guidelines on the Operational Carbon Intensity Reduction Factors Relative to Reference Lines (CII Reduction Factors Guidelines, G3) (Resolution MEPC. 338(76)).

These amendments give the CII reduction factors (Z%) for the years 2027 – 2030:

In consequence of this, existing approved SEEMP Part IIIs will now need to be revised to include an implementation plan detailing how the required CII will be met for the three years 2026- 2028. The Guidelines for the Verification and Company Audits by the Administration of Part III of the Ship Energy Efficiency Management Plan (SEEMP) (MEPC.347(78)) refers.

Act now

Owners / Operators are to revise the SEEMP Part III to include the implementation plan for the 2026-2028 period and the required annual operational CII. These are to be submitted to Dromon Bureau of Shipping before 30 October 2025 so that the plan can be approved and the Confirmation of Compliance issued on behalf of the Flag Administration before 01 January 2026.

Surveyors / Auditors attending onboard should check with the Ship’s Staff that this matter is being addressed on time, and if necessary, bring it to the attention of the shore management.
