SKANReg – LRIT Conformance Test Reports (CTR)

C26037| 20 August 2026

Notice to: Ship Owners / Managers / Operators / Surveyors / Auditors

The Circular MC 161/26 sets out the updated LRIT requirements for St. Kitts and Nevis-flagged vessels, including LRIT Conformance Test Reports (CTR), approved Authorized Service Providers (ASP), and annual conformance testing. It applies to passenger ships, cargo ships of 300 GT and above, MODUs, and other vessels required to transmit LRIT information under SOLAS Chapter V, Regulation 19-1.

KANReg Authorized LRIT Service Providers

St. Kitts & Nevis International Ship Registry specifies that LRIT conformance testing must only be conducted through service providers authorized by SKANReg. Shipowners and operators should arrange testing directly with an approved provider and ensure reports are submitted in accordance with Registry requirements. Previous references to Fulcrum Maritime and/or CLS are superseded by this Circular.

SKANReg LRIT Testing by Pole Star

The Saint Kitts and Nevis Ship Registry requires LRIT conformance testing and reporting to comply with IMO and Registry requirements. From 1 August 2026, Pole Star Space Applications is the Registry’s authorized Service Provider (ASP) responsible for LRIT testing and processing Conformance Test Reports (CTRs), which are submitted to the Administration for certification.
LRIT Annual Conformance Testing Requirements

All vessels subject to SOLAS Chapter V Regulation 19-1 shall complete an LRIT Conformance Test at intervals not exceeding 12 months and shall always retain a valid LRIT Conformance Test Report (CTR) onboard. Retesting may be required before the annual renewal date following changes to LRIT equipment, software, communications or satellite arrangements, flag, or other circumstances affecting LRIT functionality. From 1 November 2026, all applicable St. Kitts and Nevis-flagged vessels must complete the new conformance test and hold a CTR issued in accordance with the new LRIT conformance testing standard.

LRIT Conformance Certificate Renewal Requirements

All vessels subject to SOLAS Chapter V, Regulation 19-1, under the St. Kitts and Nevis Flag Administration must obtain a new LRIT Conformance Test Certificate under the updated standard. Vessels that completed an LRIT Conformance Test on or before 31 December 2025 must complete a new test and obtain a replacement LRIT Conformance Test Report (CTR) no later than 31 December 2026. Vessels that completed an LRIT Conformance Test on or after 1 January 2026 must renew the test 12 months after the previous test date, following which a new Conformance Test Certificate should be issued by the Administration. Failure to comply may result in the vessel being considered non-compliant with Flag State LRIT requirements and standards.
