FuelEU Implementation – Update

Notice to: Ship Owners / Managers/ Operators / Environmental Verifiers
This Circular is issued to remind that the FuelEU Regulation entered into force on 01 January 2025 and each ship should now be recording the data and information identified in their FuelEU Monitoring Plan (DBS Circular C24067 refers).
Delays to Implementation, and the implications arising
The Fuel EU Regulation’s incorporation into the European Economic Area (EEA) Agreement has been delayed, resulting in it not applying, for the time being, to Norway and Iceland (EEA Members, but not EU Member States).
This means that Norwegian and Icelandic ports will be treated as third-country ports in a FuelEU context from 1 January 2025 until the Regulation is incorporated into the EEA Agreement.
Therefore, until further notice the Fuel EU Regulations do not apply to voyages:
- within Norwegian or Icelandic waters.
- between Norway and Iceland.
- between Norway or Iceland and other third countries.
50% of the energy consumed between a port of call in Norway or Iceland and a port of call in the EU falls under the scope of FuelEU.
Ports, islands and passenger ships with exemptions
Article 2(3) and (6) of The Fuel EU Regulation allows certain exemptions for passenger ships (other than cruise passenger ships) regarding:
- energy used on voyages between ports of call located on an island with fewer than 200,000 inhabitants within a Member State;
- energy used during their stay within the ports of call;
- Passenger ships providing maritime transport services under public service obligations or public service contracts on specific routes between mainland and island ports.
Consequently Denmark, Greece, Italy, and Malta have agreed exemptions for certain ports, islands and passenger ships. Further information can be found at:
