Enhanced PSC checks on enclosed space entry in China

Notice to: Ship Owners / Managers/ Operators/ Surveyors:
This circular is issued to advise that the China Maritime Safety Administration (MSA) is holding a Concentrated Inspection Campaign on enclosed space entry. The campaign runs from 15 January 2025 to 14 October 2025.
A press release on the subject can be found here. It includes the following points to check:
- Are the responsible crew aware of the risks when entering enclosed spaces?
- Does the ship have effective control over personnel who enter the enclosed spaces?
- Does the ship have a complete list of enclosed spaces?
- Are the enclosed spaces properly identified and controlled?
- Is the gas detection and monitoring equipment regularly tested and calibrated?
- Is the emergency rescue and protective equipment in good condition?
- Are the responsible crew familiar with the risk assessment of enclosed spaces?
- Are the responsible crew familiar with the operation of equipment such as safety protection equipment?
- Do enclosed space access and rescue drills comply with the requirements of the Convention?
- Are the relevant system documents for the operation of enclosed spaces effectively implemented onboard?
IMO Resolution A.1050(27), details guidelines for ensuring the safety of personnel entering enclosed spaces on board.
Act now
To avoid delays, detentions, or other enforcement actions arising from PSC inspections, Ship Managers and Masters should:
- Ensure all Ship-Specific Plans for enclosed spaces are updated and compliant with the IMO guidelines.
- Conduct regular Enclosed Space drills and training sessions.
- Ensure all equipment related to enclosed space safety is maintained in good working order.
