Togo – Guidelines for the implementation of MLC 2022 amendments

Notice to: Ship Owners / Managers/ Operators / Surveyors / Auditors :
The Togolese Maritime Authority has issued Circular 0069C/TG/03/25, which provides guidance for Togolese-flagged vessels in complying with the 2022 amendments to the Maritime Labour Convention (MLC). The amendments, which entered into force on 23 December 2024, are included in the Circular.
Points to Note :
- Existing MLCs and DMLCs remain valid even after the amendments came into force and should be renewed no later than the first renewal inspection after 23 December 2024.
- Shipowners should contact the Administration to apply for a new DMLC Part I to reflect the 2022 amendments and submit an updated DMLC Part II to the Recognized Organization (RO) to show compliance with the new requirements.
- If the new DMLC Parts I and II are available, they should be attached to the vessel’s existing MLC, which will only be reissued at the next renewal survey.

Ship Owners/ Managers/ Operators/ Auditors are to review and comply with the contents of Circular 0069C/TG/03/25 and ensure its provisions are enforced on vessels registered under the Togolese flag.
