San Marino – Statutory Certification Scheme

Notice to: Ship Owners / Managers / Operators / Surveyors / Auditors

The Maritime Authority of the Republic of San Marino have issued a Maritime Regulation, SMMAR-2026-TEC-001, which amends their Statutory Certification Scheme.

Points to Note:

For vessels registered in San Marino from 01/02/2026:

 All statutory certificates are to be issued by San Marino Recognized Organizations (ROs) that are members of IACS.

Non-IACS San Marino Recognized Organizations are limited to issuing only the following certificates:
    • Maritime Labour Certificate (MLC)
    • Management Certificate (SMC)
    • Document of Compliance (DOC)
    • International Ship Security Certificate (ISSC)

For vessels registered in San Marino before 01/02/2026:

The current certification scheme may continue; however, vessels classed or certified by a non-IACS San Marino RO will have their Port State Control and Flag State Inspection performances periodically evaluated.

Should a Class/RO be ascertained as responsible for substandard performance, the Owner/Company will be formally requested to switch to an IACS Member San Marino RO. This change is required upon the expiration of the vessel’s current Class/Statutory certificates.
