Belize – Implementation of Electronic Certificates (e-certificates)

Notice to: Ship Owners/ Managers/ Operators / Surveyors/ Auditors

The International Merchant Marine Registry of Belize (IMMARBE) has issued Maritime Circular IMM-133 (26) , which entered into force on 21 May 2026  to formally inform all relevant stakeholders of IMMARBE’s intention to commence the issuance of Flag State-related certificates in electronic format  (e-certificates) for vessels flying the Belize flag, and to provide guidance regarding their use, acceptance, and verification.

Points to Note:

I. Each e-certificate should include:

IMMARBE brand identity (official);
Unique Tracking Number (UTN) and certificate number;
Embedded QR Code for validation purposes;
Digital signature incorporating the IMMARBE seal;
Uniform formatting to support easy recognition and verification.

II. Verification of e-Certificates:

Certificates may be verified through:

QR Code;
Verification conducted online (search by UTN or certificate number) https://immarbe.com/v2/verification/app/search.php;
Verification support email: verify@immarbe.com;
The electronic signature can be verified by opening the e-certificate in Adobe Acrobat Reader or another trusted PDF viewer. A valid e-certificate will be displayed as “valid and trusted” in the signature panel.

III. List of Electronic Certificates

Annex 1 of the Circular contains a complete list of all e-certificates.

IV. Transition Arrangements

To facilitate a smooth transition:

Paper-issued certificates with digital features retain validity until 31 December 2026;
Both formats—paper and electronic certificates—will be recognized concurrently during this period.

Ship Owners/Managers/Operators/Surveyors are to take note of the contents of Marine Circular IMM-133 (26) and be guided accordingly.
