Notice to: Ship Owners / Managers / Operators

The Union Des Comores Maritime Administration has issued Circular 41, which gives guidance on the issuance of electronic certificates. As of 1 January 2026, the Administration will begin issuing Electronic Certificates to all vessels registered under its jurisdiction. Existing vessels’ paper Certificates will be replaced with e-certificates not later than 31 March 2026.

Points to Note:

Scope of Application

All e-certificates will contain a Quick Response (QR) Code and/or a unique Controlled Certificate Number (e.g. ANAM-XXX-YYWWWW):

•   – ANAM Nation Agency of Maritime Affairs;
•   – XXX Type of Certificate generated;
•   – YY The year;
•   – WWWW The unique issuance number for the certificates within the calendar year.

All e-certificates issued after the effective date can be verified through https://portal.comorosmaritime.org/ or by scanning the QR code.

Certificates without a QR code and with a Controlled Certificate Number starting in END can also be verified through the portal.

Certificates to be issued electronically

The following certificates will be issued electronically, which will be accepted at all times, whether displayed on a Visible Display Unit, printed on board by the Ship’s Master and/or in original printed format:
• Registry Certificate
• Ship Station Licence
• Ship Radio Station Licence
• Minimum Safe Manning Certificate
• Continuous Synopsis Record (CSR)
• Bunker CLC
• Oil CLC
• Wrecks Removal Certificate (WRC)
• Transcript of Registry
• Declaration of Maritime Labour Convention Part 1 (DMLC PART I)
• Exemption Certificate
• Deletion Certificate
• Letter of Consent to Bareboat Charter
• Athens Convention Certificate
• International Tonnage Certificate (ITC)
• Attestation Letter/Letter of Confirmation

The Safety Management Certificate (SMC), International Ship Safety Certificate (ISSC), Maritime Labor Certificate {MLC), and Statutory Certificates issued by the Administration will be issued as e-certificates.
