The Marine Environment Protection Committee at its 76^th session (10-17 June, 2021) agreed on a set of guidelines to support mandatory measures for the energy efficiency scheme on board ships.

EEXI

An EEXI Technical File needs to include the EEXI calculation with supporting documentation and must be summitted to Dromon for review and approval, prior the International Energy Efficiency (IEE) survey takes place or an the first scheduled annual, intermediate or renewal surveys on or after January 01, 2023.

The attained Energy Efficiency Existing Ship Index (EEXI) is required to be calculated for ships of 400 GT and above, in accordance with the different values set for ship types and size categories.

The main difference in the Regulation is the inclusion of the EPL (engine power limitation) that plays significant role in the ship’s compliance with the regulation. In the case that your ship requires EPL, then an On board Management Manual (OMM) needs to developed that shall include the EPL report. The OMM shall then need to be submitted to Dromon for review and approval.

SEEMP

A Dromon approved enhanced Ship Energy Efficiency Management Plan (SEEMP) needs to be kept onboard from January 01, 2023. The enhanced SEEMP will require companies to specify the methodology the ship will use to calculate the attained carbon intensity indicator (CII). MEPC 77 will include further guidelines on this issue.

CII

The operational Carbon Intensity Indicator (CII) rating scheme is taking effect as of January 01, 2023. Ships above 5,000 GT will be required that every year from 2023 to annually calculate and report CII and their rating A to E.

The rating would be given on a scale – operational carbon intensity rating A, B, C, D or E – indicating a major superior, minor superior, moderate, minor inferior, or inferior performance level. The performance level would be recorded in the ship’s Ship Energy Efficiency Management Plan (SEEMP). A ship rated C or D or E for three consecutive years would have to submit a corrective action plan, to show how the required index (C or above) would be achieved. This need to be included and submitted within one (1) month after reporting the CII. A Statement of Compliance that will include the CII ratings.

ShipOwners/ Managers / Operators must take into consideration the above guidelines and urge to develop and submit their EEXI technical file by 1 January 2023.
