IMO MEPC.388(81) SEEMP amendments

This Circular is issued to advise that the IMO has adopted Resolution MEPC.388(81), on the 22nd of March 2024 – Amendments to the 2022 Guidelines for the development of a Ship Energy Efficiency Management Plan (SEEMP).

Key amendments include :

  • A new paragraph 2.5 defining “consumer type” has been added.
  • Section 7 has been replaced with a new section 7, “Guidance On Methodology For Collecting Data On Fuel Oil Consumption, Distance Travelled And Hours Under Way And Other Items”,
  • Appendix 2, sections 4, 6, and 7 have been replaced.

 

Section 7

The amended section 7 includes:

  • Total annual fuel oil consumption. This section has not been amended.
  • Fuel Oil consumption per consumer type. This is a new section that details the methods that can be used for the collection of fuel oil consumption per consumer type (main engines, auxiliaries, boilers and others).
  • Conversion factor CF. This has been amended to refer to the “2022 Guidelines on the method of calculation of the attained Energy Efficiency Design Index (EEDI) for new ships”.
  • Distance travelled. A new paragraph has been added stating “Laden distance should be calculated as the distance sailed when the ship is loaded.”
  • Hours underway. This section has not been amended.
  • Data Quality. This section has not been amended.
  • Total amount of onshore power supplied. This is a new section that explains how the total amount of onshore power supplied should be calculated and recorded.
  • Total transport work. This is a new section that gives relevant transport work metrics per ship type.
  • A standard data reporting format. This section has not been amended.

 

Appendix 2

The table in Section 4 listing the “Engine or other fuel oil consumers” has been amended to include item 5 “Others”.

A new column “Engines or other fuel oil consumer types” has been added to the table in section 6 “Method to measure fuel oil consumption”.

Section 7 has been retitled ‘Method to measure distance travelled including laden distance.

Ship Owners/ Managers/ Operators/ Surveyors/ Auditors should note the circular’s contents and ensure adherence to the deadlines, The new BMSR BWRB should be purchased and supplied onboard promptly.
