Emissions reporting for MRV, DCS, CII, and Fuel(EU) Partial Reports

Dromon Bureau of Shipping is issuing this circular to inform clients of potential issues arising due to environmental reporting obligations following vessel ownership changes.

Following such a change of ownership, some clients have encountered issues with Port State Control, including financial penalties being imposed. These issues stem from the failure of previous owners to comply with emissions reporting and verification requirements as mandated by environmental regulations.

Dromon emphasizes that on completing a vessel purchase, the new owners must obtain verified emissions data from the previous owner, for the period from the commencement of the reporting period until the transfer of ownership. Without this data, Dromon cannot issue the necessary applicable certificates.

Currently, this concern applies to MRV, DCS, and CII Regulations, but it will extend to FuelEU Partial Reports in the future.

Act now

Ship Owners, Managers, and Operators must ensure that partial verified reports are submitted by the previous owner and that the required certificates are obtained promptly.

Surveyors and auditors when attending onboard must verify the presence of all relevant certificates pertaining to these regulations
