Pre-arrival checklist for Panamanian ships – Italian Ports

The Panama Maritime Authority, having noted that the number of detentions received by their vessels in Italian Ports is disproportionately high, has issued Circular MMC-402 to remedy this situation.

This Circular requires all Panamanian flagged ships calling at Italian Ports to complete a pre-arrival checklist signed by the vessel Masters and/or Designated Persons Ashore (DPA) and submit it to psc@amp.gob.pa ninety-six (96) hours before arrival at an Italian Port. For voyages of less than 96 hours (96hrs), the checklist must be sent at least twenty-four hours (24hrs) before arrival at the port.

Failure to do so can result in the PMA imposing administrative sanctions on the Master / Chief Engineer and/or the vessel’s Company.

In case of equipment failures or other situations that cannot be resolved on board immediately; Ship-Owners, Operators, Technical Managers, DPA, or the vessel´s Master, are to immediately coordinate effective corrective actions with the vessel’s Recognized Organization (RO) and Segumar Offices.

The PSC Authority is to be informed as required by regulation 11 “Maintenance of conditions after survey”, SOLAS Chapter I.

Ship Owners, Managers, Operators, DPAs, Masters, and Chief Engineers of Panama-flagged ships, before arrival at an Italian Port, must ensure that the contents of Circular MMC-402 are understood and followed. Surveyors and Auditors when attending onboard Panama-flagged vessels due to call at an Italian Port should bring this matter to the attention of the ship staff and ensure the requirements of the Circular are understood and that the vessel is well prepared
